WEDNESDAY, SEPTEMBER 2, 2009 - Lyle Welty of Timewell ties down plastic drainage pipes loaded into a truck bound for Gibson City at Timewell Tile's corporate headquarters in Timewell. Just east of Quincy, Ill., is little Brown County with an unemployment rate of 4 percent, a rate that would be enviable were there no recession. No other county in Illinois or Missouri comes close.
