Caption: Potential beer retailers also needed a federal permit, obtainable from the office of Louis J. Becker, U.S. Internal Revenue collector for the St. Louis District. The scene is in the hallway outside his office in the Federal Building at Eighth and Olive streets, now called the Old Post Office, on April 2, 1933, four days before beer sales would be legal. The office issued more than 3,763 permits, most of them for St. Louis establishments. (Post-Dispatch)
